Electronic Case Reporting
This page discusses several interoperability topics relative to electronic case reporting.
- Electronic case reporting (eCR) is the automated, real-time exchange of case report information between electronic health records (EHRs) and public health agencies (PHAs).
- eCR securely transfers data for disease tracking, case management, and contact tracing.
- Healthcare organizations (HCOs), EHR vendors, public health partners and state, tribal, local, and territorial (STLTs) PHAs are all essential in implementing eCR.
- The eCR will transmit case reports from the EHR to PHAs for review and action.
- eCR is one component of New Mexico implementing data modernization and the Data Modernization Initiative | CDC
NMDOH Readiness for Interoperability is currently in place for Electronic Case Reporting (eCR)
- Partnering Electronic Health Record (EHR) vendors must be connected to the Association of Public Health Laboratories (APHL) and their APHL Informatics Messaging Services (AIMS) Platform to begin onboarding with eCR.

Meaningful Use Compliance
To complete the registration of intent with the New Mexico Department of Health for promoting interoperability, email eCR.Requests@doh.nm.gov and eCR.Onboarding@doh.nm.gov to request and receive an Attestation for Electronic Case Reporting (ECR) Compliance letter that is necessary for Meaningful Use compliance for the current year.
To maintain compliance, HCOs must register intent each year. Your reporting facility may be in Pre-Production, Onboarding, Testing and Validation, or Validated Production with ECR to be actively engaged in the ECR process.
Failure to request a letter each year may result in not receiving an Attestation for ECR Compliance letter necessary for Meaningful Use Compliance for any given year.

New Mexico is Currently a Dual Reporting State
- Reporting facilities and partners must continue to report case data through your current means until you are notified by the New Mexico Department of Health (NMDOH) Electronic Case Reporting (eCR) Core Team that it is okay to cease any current reporting practices.
- Per the state administrative code, Title 7: Health ALL laboratories and healthcare professionals must report notifiable conditions to the NMDOH manually and electronically.
- Manual Reporting can be completed via fax or phone. The recommended electronic reporting mechanisms are via Electronic Laboratory Reporting and Electronic Case Reporting (eCR).
- Thank you in advance for your collaboration. The NMDOH is working with many onboarding partners in New Mexico.
- Due to the volume and time it takes to onboard with each partner, it may take time to follow up and begin collaborating, and there is a potential that onboarding partners may be placed on a waitlist.
- The NMDOH thanks you again for reaching out and will follow up with next steps as soon as possible.
- We recommend that your EHR turn on for all conditions as New Mexico has published all reportable conditions as of July 1, 2024.

Until a program has been onboarded with ECR and has received confirmation from the NMDOH eCR Core Team that data quality and ratio of reporting ECRs has fulfilled data requirements and standards, hospitals and laboratories must continue to report through current means to the NMDOH.

Exclusions for Electronic Case Reporting
If a Health Care Organization (e.g., Hospital, Facility, Clinic, or Provider) does not test for or is not legally required to report Nationally or State notifiable diseases or conditions to the NMDOH, then your facility may request an exclusion for eCR.
CMS is responsible for issuing exclusions rather than the PHAs.For additional information on exclusions, it is recommended that providers reach out to CMS directly using the below contact information.
